Registration help?

i bought a car back in end of july early august and i havent recieved the plates because the dealership didnt write down my apt number and now dmv is chargin me 20bux to get the plates. also the registration expired in oct and the dealership in the tax lisence and registration payment covered it and they sent it out to the dmv and today i got a deliquency payment for not payin the registration. i called dmv but they where closed already and couldnt talk to anyone and everytime i call the dealership they wont talk to me. any ideas on what to do?
