Broken arm in 1 yr old ?

hi my friends lil girl is 1 and fell out of the front door onto a metal boot scr and broke her in 2 places , the break is 33 degrees out of place so she may need surgery to realighn it , my friend is quite worried about how they will operate will they cut her arm open or try keyhole surgery or just try put it back into place and also how will they keep it in place ? My friend is really worried so if any1 has experienced this b4 any help or information would be really appreciated thank you so much xx
