Are not Delhi's MCD's Tay-Bazari shops illegal ?

Only 1% such shops have Tehbazari permit. Govt. can not stop all from all. If is surely very difficult to stop illegal activites. This is nuisence and necessary. Govt. can not send all to jail. All have right to earn but excess enchroachment is surely bad. All should be in limit. Many regular shops also use extra space for putting goods etc.
