My dog just bit off my parakeets top beak, it has stopped bleeding and no money for the vet, what can I do?

If I need to hand feed her then What Can I feed her and how? Will the beak grow back? This is our first bird that we rescued from neglectful hands we have only had her for (1) week! my children are devistated
