As Waste treatment (Sludge) byproduct cannot be used for raising food products. Can it be used to fill Holes?

A Cal. (female) Senator recently stated, Cal. has no means to close the smugglers tunnels at the So.border. Why can't (Sludge) be used to fill the smugglers tunnels.
